To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and implement the "14th Five-Year Plan" Outline and the "14th Five-Year Plan for Modern Logistics Development" and other relevant work arrangements, the National Development and Reform Commission (NDRC) recently reviewed, confirmed, and released a new list of national logistics hub construction projects. A total of 26 national logistics hubs have been selected, including Shijiazhuang Production Service Type, Wuhan Commercial and Trade Service Type, and Panzhihua Production Service Type. By regional distribution, there are 10 in the eastern region, 5 in the central region, 9 in the western region, and 2 in the northeastern region. By hub type, there are 3 land-port type, 2 airport type, 1 port type, 8 production service type, 9 commercial and trade service type, and 3 land border port type.
The 26 hubs included in this construction list have three notable characteristics. First, better serving industrial development and promoting reduced logistics costs. The relevant hubs provide high-quality logistics service supply for the manufacturing industry, building low-cost and high-efficiency logistics service networks to enhance the vitality and competitiveness of the real economy. For example, the Dongguan Production Service Type National Logistics Hub provides deeply embedded logistics services for leading enterprises in integrated circuits, textiles, automobiles, and other sectors' production processes, assisting in optimizing production organization and scheduling, strengthening supply chain coordination, promoting precise supply-demand matching, and effectively supporting enterprises in improving supply chain management levels. Second, attracting various factors to aggregate and helping develop hub economies. The relevant hubs fully leverage resource aggregation effects and comprehensive service capability advantages to attract upstream and downstream supply chain enterprise clusters, achieving positive results in cultivating hub economic development. For example, the Nantong Commercial and Trade Service Type National Logistics Hub strengthens regional commercial and trade logistics resource aggregation and integration, enhances comprehensive service capabilities, leverages the hub's core organizing function, and attracts upstream manufacturing suppliers, trading merchants for clustered development, helping build a hub economy. Third, smoothing international logistics channels and accelerating opening up. The relevant hubs strengthen diversified international logistics radiation capability construction, smooth external logistics channels, and provide strong support for promoting the formation of a new pattern of comprehensive opening up. For example, the Kunming Airport Type National Logistics Hub continues to expand flight route radiation scope, relying on distinctive airport industry characteristics, and strives to build an airport-type logistics hub radiating South Asia and Southeast Asia.
Since 2019, the NDRC has cumulatively released 6 batches of national logistics hub construction lists, totaling 151 hubs, achieving full coverage of 31 provinces (regions, municipalities), 5 cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps. The NDRC will continue to promote solid advancement of relevant national logistics hub construction work, accelerate formation of the national logistics hub network, continuously improve the modern logistics operation system of "channels + hubs + networks," promote reduced overall social logistics costs, and provide strong support for building a modern industrial system, accelerating construction of a new development pattern, and promoting high-quality development.
